    A project to transfer technology from NASA centers in support of industrial innovation in the midwest

    A technology transfer program utilizing graduate students in mechanical engineering at the University of Kansas was initiated in early 1981. The objective of the program was to encourage industrial innovation in the Midwest through improved industry/university cooperation and the utilization of NASA technology. A related and important aspect of the program was the improvement of graduate engineering education through the involvement of students in the identification and accomplishment of technological objectives in cooperation with scientists at NASA centers and engineers in industry. The pilot NASA/University Industrial Innovation Program was an outstanding success based on its ability to: attract top graduate students; secure industry support; and stimulate industry/university cooperation leading to enhanced university capability and utilization of advanced technology by industry

    Activities of the Kansas Applied Remote Sensing Program (KARS) designed to establish interactions on cooperative projects with decision makers in Kansas agencies in the development and application of remote sensing procedures are reported. Cooperative demonstration projects undertaken with several different agencies involved three principal areas of effort: Wildlife Habitat and Environmental Analysis; Urban and Regional Analysis; Agricultural and Rural Analysis. These projects were designed to concentrate remote sensing concepts and methodologies on existing agency problems to insure the continued relevancy of the program and maximize the possibility for immediate operational use.     The activities of the Kansas Applied Remote Sensing (KARS) Program during the period April 1, 1982 through Marsh 31, 1983 are described. The most important work revolved around the Kansas Interagency Task Force on Applied Remote Sensing and its efforts to establish an operational service oriented remote sensing program in Kansas state government. Concomitant with this work was the upgrading of KARS capabilities to process data for state agencies through the vehicle of a low cost digital data processing system. The KARS Program continued to take an active role in irrigation mapping. KARS is now integrating data acquired through analysis of LANDSAT into geographic information systems designed for evaluating groundwater resources. KARS also continues to work at the national level on the national inventory of state natural resources information systems

    A program designed to involve state, regional and local agency personnel in the application of remote sensing is reported. During this period fifteen applications projects were initiated in support of twenty-five separate state, county and municipal agencies or entities. Eight of the projects were completed with positive results which aided the agencies involved. These results included information which contributed to decisions on: (1) selection of a route for a scenic parkway, (2) policy development on open land use, (3) policy related to urban development, (4) a major reservoir project by a governor's staff, (5) control tactics and damage assessment during flooding conditions on the Kansas and Missouri rivers, and (6) initiating a program of habitat inventory by remote sensing by the Kansas Forestry, Fish and Game Commission

    Specific assistance to state agencies and public bodies on over 15 remote sensing projects concerned with (1) urban and regional analysis, (2) rural development, and (3) habitat management and environmental analysis is discussed. Specific problems of officials are considered and a basis for communication by demonstration is provided. In addition to data products in support of specific agency projects; consultation and training in use of satellite and aircraft imagery is provided to personnel from several state, regional, and county agencies. Effective communication and confidence is established through these efforts and users now routinely seek information and advice about the application of remote sensing technology to solution of their agency problems
